(1) With the intention of hurting or deceiving someone, someone who writes the name and address of the sender without writing his name and address instead of writing the name and address of someone else, the addressee shall pay the unpaid fee. In the case of refusing to accept the parcel, the postmaster himself, if he is of the gazetted status, and the regional post director, if he is of the non-gazetted status, on his recommendation, can waive the fee. In case of such omission, according to sub-rule (2) of rule 3, the postage in the name of the person written as the sender will not be withheld or returned.
(2) The postmaster shall keep a record of the colors as prescribed by the Department of Postal Services.
