13. Selection of proposal: (1) According to sub-rule (8) of rule 11, the board shall select the proposal within fifteen days after the office evaluates and analyzes the proposal and submits the report to the board.
(2) While selecting the proposal in accordance with sub-rule (1), in addition to other things, the most suitable proposal will be chosen based on the following:-
(a) Maintaining technically attractive design and sustainability of the project,
(b) To propose an attractive business plan of project implementation,
(c) To pay the highest royalty or fee to the Government of Nepal after the implementation of the project,
(d) To collect the lowest tariff from the consumers after the implementation of the project,
(e) To cause minimal damage to the environment and to offer attractive relief to project affected families and areas.
(3) After the proposal is selected according to sub-rule (2), the office shall notify the investors who submitted the proposal within three days.
(2) While selecting the proposal in accordance with sub-rule (1), in addition to other things, the most suitable proposal will be chosen based on the following:-
