(1) The Minister of Education, Science and Technology or the Minister of State shall be the Vice-Chancellor of the University.
(2) In the absence of the Vice-Chancellor, the Vice-Chancellor shall take over the duties of the Vice-Chancellor.

(3) The Vice-Chancellor shall be able to inspect the university as required and give legal instructions.
