Section 16
District Disaster Management Committee
: (1) There will be a District Disaster Management Committee as follows for disaster management related work at the district level:-
(a) Chief District Officer - Chairman (b) Representative of the District Coordination Committee - Member (c) Chairman and Head of local level within the district - Member (d) Head of the district office dealing with health related matters -Member (e) Heads of security agencies in the district - members (f) Heads of offices related to infrastructure and social development in the district -members (g) District head or representative of a nationally recognized party - Member (h) District Head of Nepal Red Cross Society - Member (j) District-based Head of Non-Governmental Federation -Member
(j) District Head of Nepal Journalist Association; -Member
(k) District-based Head of Confederation of Industry and Commerce-Member (l) Officer designated by Chief District Officer - Member Secretary (2) The work, duties and powers of the District Disaster Management Committee shall be as follows:-
(a) To assist in the implementation of policies, plans and programs approved by the Council, Executive Committee and Provincial Committee, (b) Prepare and implement the disaster response plan of the district (c) To operate emergency operations centers at the district level (d) Search and rescue in disaster-affected areas by using and deploying the maximum available resources,
(e) To distribute relief in accordance with the standards approved by the Government of Nepal, and to direct the government and non-government offices in the district to distribute relief accordingly,
(f) Control the movement of people and traffic in the disaster-affected areas as needed (g) To remove or cause to be removed waste and other unnecessary items created due to disaster,
(h) To dispose of dead bodies and animals during calamities,
(i) To arrange shelter homes for disaster affected persons in case of emergency,
(j) To keep the security agencies in order so that they can be mobilized immediately during the disaster,
(k) Essentials like drinking water, food, clothing and medical treatment in disaster affected areasManaging objects,
(l) To make the construction of temporary physical structures that are urgently needed in disaster-affected areas,
(d) In the event of a disaster, to take control of the available government, non-government and private means of transport, devices, goods, food items etc. in accordance with the law, or cause them to do so. (d) To cause the demolition of unsafe buildings which are vulnerable to calamity or in calamity-affected areas,
(n) Shifting disaster-affected persons in unsafe buildings and places to safe places,
(p) mobilizing and supervising volunteers, experts and consultants in disaster-affected areas,
(h) Coordinating the activities of rescue and relief and assistance etc. done by national or international non-governmental organizations,
(D) To coordinate with relevant agencies including the local level for search, rescue and relief and recovery activities during disasters,
(d) Taking necessary actions for the reduction of ancillary disasters that may occur after the disaster,
(N) To make a recommendation to the Government of Nepal if there is a need to declare a disaster area in the disaster-affected area,
(p) Dissemination of disaster information,
(f) To send the progress report of the rescue and relief program to the authority (B) To do other work as specified in relation to disaster management.
(3) The Secretariat of the District Disaster Management Committee, meeting procedures and other arrangements shall be as prescribed.
