Section 4
Electoral College
: (1) There shall be an Electoral College consisting of the following electors in each province:-
(a) Member of the respective Provincial Assembly,
(b) Chairman and Vice-Chairman of Rural Municipality and Chief and Deputy Chief of Municipality within the respective province.
(2) Notwithstanding anything written in sub-section (1), the formation of the electoral board shall not be hindered merely because the election of any member of the provincial assembly, the chairman and vice-chairman of a rural municipality and the head and deputy head of a municipality has not been held or the position is vacant for any other reason.
(3) For the purpose of sub-section (1), the Commission shall prepare and publish the voter's list as prescribed including the names of the voters who are currently in the electoral college.
