To be general secretary and secretary, the following qualifications should be met:-
(a) Citizens of Nepal,
(b) Having obtained a master's degree in law, administration, management, political science, economics or sociology from a university recognized by the Government of Nepal,
(c)   not having been a member of any political party immediately before the appointment, and
(d) Forty five years in case of General Secretary and thirty five years in case of Secretary.
