(1) The Department of Postal Services may establish an additional post office at any place. The additional post established in this way will be maintained temporarily for a period of one year.
(2) If within one year from the date of establishment of an additional post office, the amount up to one-third of the expenses required for the operation of the post office is raised from that post office, the Regional Director of Posts will recommend to the Department of Postal Services to make the post office permanent.
(3) If there is a recommendation according to sub-rule (2), the Department of Postal Services may give permission to make the additional post office permanent.
(4) If up to one-third of the expenses required for the operation of the postal service cannot be raised within one year from the date of establishment of the additional post office, the period of the post office may be extended up to two times from one year to one year. Even if the period is extended in this way, if the said expenses are not raised within the additional period, the regional postal director may cancel the additional postage or transfer it to another place of circulation after taking the prior approval of the Postal Service Department.
