Rule 28
Powers
: In addition to the work, duties and powers mentioned elsewhere in the Act and these rules, the work, duties and powers of the Central Registrar (Registrar) shall be as follows:-
(a) To give necessary instructions to the local magistrates to maintain ease and uniformity regarding the registration of individual incidents,
(b) Redressal of complaints and grievances related to Panchiran,
(c) Prescribing forms other than those mentioned in this regulation regarding registration management,
(d) In coordination with the Ministry of Foreign Affairs of the Government of Nepal, designate employees working in diplomatic missions abroad to act as local registrars (registrars). As an office - to be submitted to the Ministry for decision,
(f) Linking the Panchikaran Management Information System with the National Identity Management Information System and making arrangements for the use of the identity number during birth registration. (G) To coordinate with the provincial government and local level for the work related to registration of individual incidents.
