: In addition to the work, duties and powers written elsewhere in this Act, the work, duties and powers of the Chairman shall be as follows:
(a) Determining the priority of topics to be discussed in the Council meeting,
(b) To monitor and evaluate the plans and programs conducted by the Council, and to give necessary instructions in this regard,
(c) To conduct the work of the Council in an orderly, effective and smooth manner.
(d) Perform other tasks as specified.
