(1) A person or a government office who wants to construct a building in a rural municipality or municipal area shall submit an application to the rural municipality or municipality for permission to construct a building along with a map of the building in the format prescribed by the rural municipality or municipality. Explanation: For the purposes of this paragraph, "Government Office" means the Office of the President and Vice President, Supreme Court, Federal Parliament, State Assembly, Constitutional Body, Nepal Army, Armed Police Force, Nepal, Nepal Police, State Police and all other government offices and courts.
(2) Notwithstanding anything written in sub-section (1), when applying for permission to construct a building, if a government agency is unable to submit a map of the building from the point of view of national security, it may only mention the length, width, height and floor and total area of ​​the building in such an application. Explanation: For the purpose of this paragraph, "map" means drawings, specifications and other documents related to building construction.
