Section 2
Definitions
In this Act, unless the subject or context indicates otherwise,–
(a) "Chairman" means the chairman of the rural municipality.
(b) "Sub-Head" means the Deputy Head of the Municipality.
(c) "Vice President" means the Vice President of the Rural Municipality.
(d) "Chief Administrative Officer" shall mean the Chief Administrative Officer as per section 84.
(e) "Executive" means village executive and city executive.
(f) "Village" means rural municipality established as per the constitution.
(g) "Village Assembly" means the village assembly as per clause (1) of Article 222 of the Constitution.
(h) "District Coordinating Committee" means the District Coordinating Committee as per clause (3) of Article 220 of the Constitution.
(i) "District Assembly" means the District Assembly as per sub-section (1) of Article 220 of the Constitution.
(j) "Prescribed" or "as prescribed" means prescribed or prescribed in the rules made under this Act.
(k) "Municipality" means a municipality established in accordance with the constitution and the term also refers to a metropolitan municipality and a sub-metropolitan municipality.
(l) "City Assembly" means the City Assembly as per clause (1) of Article 223 of the Constitution.
(d) "Judicial Committee" means the Judicial Committee as per Article 217 of the Constitution.
(l) "Officer" means the chairman, chief, vice chairman, deputy chief, ward chairman and other members of the executive.
(n) "Chief" means the head of the municipality.
(t) "Ministry" means the Ministry of the Government of Nepal which looks after the local level.
(h) "Plan" means projects and programs as well.
(d) "Ward" means the ward of rural municipality or municipality.
(d) "Ward Chairman" means the chairman of the ward.
(N) "Ward Committee" means the Ward Committee as per clause (4) of Article 222 and clause (4) of Article 223 of the Constitution.
(p) “Member” means,
(1) Village assembly or village council in relation to rural municipalityIt should be considered a member of Lika and the term also refers to the chairman, vice chairman, ward president and member of the ward committee of the village assembly or village executive.
(2) In relation to the municipality, the head, deputy head of the city council or city executive should be understood and the word also refers to the chairman, vice chairman, ward president and member of the ward committee of the city council or city executive.
(3) In relation to the District Assembly, it shall mean the member of the District Assembly and the District Coordination Committee, and the term also refers to the head and deputy head of the District Assembly and the head and deputy head of the District Coordination Committee.
(f) "Sabha" means village assembly or city assembly.
(b) "Constitution" means the Constitution of Nepal.

(m) "Local level" means rural municipality or municipality and the term also refers to district assembly.
