6. Who can issue a permit
(1) Rule 5, 5A. or 5 b. If there is an application for a permit, the Ministry will carry out the necessary investigation on the application and upon such investigation, if the conditions to be fulfilled by the applicant have been fulfilled and if it is technically possible, the permit may be issued as follows:-
< p>(a) establishing a satellite broadcasting center for satellite and cable television or broadcasting the program through the satellite distribution system in the format as per Schedule-4,(b) for downlinking the program Schedule-4( a) in the following format, and
(c) in the format as per schedule-4(b) for signal distribution. No permit will be issued to the incorporated organization for signal distribution.
(2) According to Clause (b) of sub-rule (1), before giving permission to downlink the program, the Ministry shall consider the language and content of the program to be broadcasted by the broadcasting organization from which the program will be down-linked.
(3) Sub-rule After granting permission to downlink according to (1), the Ministry will publish the related information in a national level newspaper. ((MM:DS), Digital Terrestrial Television (DTTV), Internet Protocol Television (IPTV), broadcast via DTH or digital cable Individuals who have received a license or permit are not required to obtain a permit for signal distribution in accordance with this rule.
