(1) According to rules 12, 13 or 14, in the case of applications related to the following projects, if the Director General deems it necessary to issue a license in accordance with rules 15 and 16, in accordance with the request of the applicant or with amendments if necessary, Broadcasting or distribution license should be given:-
(a) hydroelectric power generation up to one hundred megawatts other than reservoir or multi-purpose,
(b) Electricity generation from solar power, wind power, biomass and waste,
(c) Transmission of electricity,
(d) Electricity distribution.
(2) In the case of applications submitted in accordance with Rule 12, except for the project-related applications mentioned in clauses (a) and (b) of Sub-rule (1), the Director General shall submit to the Secretary with recommendations after examining them in accordance with Rules 15 and 16.
(3) If the Secretary deems it necessary to grant permission for the production of electricity in relation to the project submitted in accordance with sub-rule (2), he shall grant the permit according to the request of the applicant or with amendments if necessary.
(4) The format of the permit for the production, transmission or distribution of electricity given in accordance with sub-rules (1) and (3) shall be as per Schedule-9(a), Schedule-9(b) and Schedule-9(c) respectively.
