Rule 118
Research and Planning Committee

(1) There will be a Research and Planning Committee in the Court to formulate and implement the strategic plan of the Judiciary and to conduct studies and research on matters related to the administration of justice.
(2) The constitution of the committee as per sub-rule (1) shall be as follows:-
(a) Judges of the Court designated by the Chief Justice – President (b) Other Judges of the Court appointed by the Chief Justice as necessary - Member (c) Executive Director, National Judicial Foundation – Member (d) one Chief Justice of the High Court appointed by the Chief Justice – Member (e) Chief Registrarp; – Member
(f) Secretary, Ministry of Law, Justice and Parliamentary Affairs – Member (g) Secretary, Judicial Council -Member (h) Registrar – Member (i) One District Judge-Member appointed by the Chief Justice (j) Director General – Member (k) Sub-Registrar of Courts designated by the Chief Registrar -Member-Secretary
(3) The work, duties and powers of the committee under sub-rule (1) shall be as follows:-
(a) Formulating the strategic plan of the Judiciary and determining the policy regarding the implementation of that plan, (b) To give necessary instructions to the courts and subordinate courts for the effective implementation of the strategic plan of the Judiciary,
(c) Other matters relating to the implementation of the strategic plan of the JudiciaryCoordinating with them and getting support from other agencies,
(d) Review the periodic progress of the implementation of the strategic plan of the Judiciary and take necessary actions to solve the problems encountered in the implementation,
(e) To create and implement the skills development program of court manpower for the effective implementation of the strategic plan of the Judiciary,
(f)    To formulate necessary policies to bring effectiveness in the execution of judgments and to periodically review the progress of execution of judgments,
(g) To provide mutual coordination and cooperation among the committees in the implementation of the strategic plan of the Judiciary,
(h) Conducting study and research on contemporary issues related to justice, law and administration of justice (i) To develop relations with foreign courts, judicial bodies or international organizations and to determine and coordinate the necessary policies in relation to mobilizing the assistance of foreign donor bodies or international organizations for the reform of the justice sector.
