Rule 13
Estimated cost of other services
(1) The public body shall prepare the cost estimate of other services subject to rule 9.
(2) In order to prepare the cost estimate for the rental of vehicles, machinery, equipment or goods to be rented, the head of the relevant public body shall constitute a committee of at most three skilled technicians who have knowledge about such vehicles, tools, equipment or goods. If such agency does not have such technical manpower, the taluk office of such agency should form such a committee.
(3) While preparing the rent cost estimate, the committee under sub-rule (2) shall prepare a rough cost estimate by considering the following matters:-
(a) the description, specification, condition and age of the vehicle, machinery, equipment or goods to be hired,
(b) Prevailing Market Rate,
(c) Term of Tenancy,
(d) price and consumption of fuel, and
(e) Other matters deemed appropriate by the committee.
(4) When preparing the cost estimate for transportation, the relevant public body shall prepare a rough cost estimate based on the rate determined by the rate determination committee in the case of the district level public body, on the basis of the departmental rate in the case of the central level public body, and in the absence of such a departmental rate, on the basis of the prevailing market rate.
(5) When a public body prepares a cost estimate for the maintenance of any goods, if there is an expert or skilled employee in such body, the cost estimate shall be prepared by such employee and if there is no such employee, the cost estimate shall be prepared by the person, firm, company or organization doing such work.
(6) When preparing the cost estimate related to house rent and service contract, the prevailing market rate and if the Public Procurement Monitoring Office has issued related norms, the rough cost estimate should be prepared according to the norms.
