(1) The Government of Nepal and the organizations wholly or mostly owned by the Government of Nepal shall give priority to the education, training and physical condition of the disabled.

(2) There will be no discrimination in terms of wages, facilities and other conditions of service between disabled employees and other employees working in organized organizations wholly or mostly owned by the Government of Nepal under the Act.
