(1) The Secretariat shall prepare and keep separate records of the persons who are qualified to be appointed as officers of the constitutional bodies.
(2) The record prepared in accordance with sub-section (1) shall be confidential and shall be in the custody of the Secretary.
(3) The secretary shall not give or make public the record under sub-section (2) without the approval of the council. (4) Notwithstanding anything written elsewhere in this section, the mere fact that the name is not included in that record shall not prevent any person who has qualified as per the constitution and law from being recommended for the post of office bearer.
