The council shall check whether the prescribed conditions have been met in relation to the application under rule 3, and also consider the population of the area where the higher secondary education school is located, the geographical situation, and the situation where the higher secondary school cannot operate in that area. A secondary school, person or institution approved by the Government of Nepal may be granted temporary affiliation as a school of higher secondary education.

However, if it appears that the educational activities of a school affiliated as a school of higher secondary education will be affected, the council may suspend such school, person. Or the institution may be granted a temporary relationship.
