4.1 When issuing any order under sub-section 3.1 or 3.2, the local authority shall give the reason and basis for issuing such order to the person concerned. The local authority should also provide a copy of that order to the "Nepal Government, Ministry of Home Affairs and Ministry of Internal Affairs of the Provincial Government". The local authority shall send a notification with a copy of the order to the District Court of the district within twenty-four hours. Such order should be cancelled.
