Rule 141
A short list should be prepared after asking for letter of intent

(1) In order to purchase consulting services worth more than ten lakh rupees, the local body shall publish a notice and request a letter of intent in accordance with Section 30 of the Procurement Act. (2) In general, if you have to purchase consulting services worth more than three crore rupees, you should request an international letter of intent.
(3) In the notification requesting the letter of intent as per sub-rules (1) and (2), the following should be disclosed:-
(a) Name and address of the local authority,
(b) a general description of the proposed work or project,
(c) Sources of expenditure on the proposed work,
(d) Qualification of the applicant,
(e) If the applicant is a firm or a company, -
(1) Description of firm or company, organization and personnel
(2) If two or more firms or companies provide consulting services as a group, organization or joint venture, the name, address, details and name of the firm or company that works mainly (3) Details of work and location of similar nature completed in the last five years,
(4) Personal details of key personnel involved in the proposed work.
(f) In the case of individual consultants, details of work of similar nature and location completed in the last three years and his/her personal details,
(g) Estimated time required to complete the proposed work,
(h) Proposals for the procurement of consulting services will be requested only from shortlisted individuals, firms, organizations or companies,
(i) Documents to be submitted by the applicant (j) Instructions for preparation of letter of intent and last date and place of submission of letter of intent,
(k) Address and contact person to contact the local body.
(4) When requesting an international level letter of intent, the approval of the relevant local body should be obtained.
(5) When choosing an international letter of intent, a firm or company with different countries, backgrounds and local agents should be chosen.
(6) In accordance with the notice as per sub-rule (1), the renowned consultant who has not submitted the letter of intent should be contacted and his name should be included in the short list.Sha can be done.
(7) If at least three applicants cannot be selected while publishing the notice according to sub-rule (1) or including names according to sub-rule (6), then the letter of intent must be republished and requested.
(8) According to sub-rule (7), if at least three letters of intent are not selected even when the notice is published for the second time, only the list of those who have been selected can be maintained.
(9) Information about the list prepared according to this rule should be given to all the applicants who submit the letter of intent.
