Notwithstanding anything contained in rule 3, a license shall not be required in the following cases:-

(a) A person receiving diplomatic privileges or customs privileges imports foreign liquor. to do,
(b) Any foreigner or domestic traveler brings with him from a foreign trip the amount of liquor as specified by the Ministry of Finance in the Nepal Gazette. (c) To export or import up to the amount specified by the department for sample testing and study research,
(d) for a person to make up to five liters of liquor and up to ten liters of liquor at a time for private use, provided,
(1) In this way, alcohol and jad cannot be made more than 6 times a year.
(2) The person who manufactures liquor and jad in this manner shall inform the excise officer.
