(1) A person who knows that someone has committed or is about to commit an offense under section 4 may file a complaint as prescribed in the nearest police office.

(2) Any person mentioned in sub-section (1) However, if someone commits an offense under section 4 outside of Nepal, a complaint must be made at the nearest police office of the district where he or she resides or where the defendant is located. If not, or if the necessary action is not taken according to the prevailing law, the concerned person should file a complaint on the matter with the National Dalit Commission or Ülocal level as prescribed. (4) The complaint received under sub-section (3) shall be sent in writing to the concerned police office as prescribed by the National Dalit Commission or local level.

( 5) If written as per sub-section (4), the concerned police office shall carry out the necessary investigation in that regard and take necessary action according to the prevailing law on such complaint.
