Rule 29
Complaints can be made

(1) According to section 18 of the Act, if any additional complications occur in the health of a patient during the treatment or if there is any doubt in the treatment process, the patient or the guardian or the patient can be brought to the following officials for treatment: the person can make a complaint in writing:-
(a) If treatment is provided by health workers other than the head of the health institution concerned: before the head of the health institution,
(b) If the head of the health institution treated, before the head of the health institution higher than that health institution.
(2) In case of a complaint as per sub-rule (1), the concerned officer shall immediately consult with the concerned health worker or head of health and conduct the necessary investigation.
(3) If the conduct mentioned in the complaint is found to be true during the investigation as per sub-rule (2), the officer as per sub-rule (1) may refer such patient to another health institution or health worker for treatment or to another health worker of the same health institution for treatment.
(4) During the investigation according to sub-rule (2), if it is found that there has been an act contrary to the Act or this regulation, the officer according to sub-rule (1) shall send such health worker or health chief in writing to the relevant body for action.
