Rule 100
Manner of hearing complaints

(1) When filing a complaint under Section 27 of the Civil Service Act, the complainant must submit a written complaint along with proof of the grievance and the remedy for the grievance.
(2) Upon receipt of a complaint in accordance with sub-rule (1), the hearing officer may send a notice to the person against whom the complainant has filed a complaint, giving him a period of fifteen days to submit his statement.
(3) The concerned person shall submit his statement within the deadline of the notification received as per sub-rule (2).
(4) The officer hearing the complaint may take such additional evidence as he deems necessary while hearing the complaint.
(5) The officer who hears the complaint may send an investigation team as necessary to investigate the complaint.
(6) If the concerned person submits his statement in accordance with sub-rule (3), the officer who hears the complaint shall make a decision regarding such complaint within thirty days from the date of submission or from the date of expiry of the submission period for non-submission of the statement.
