(1) According to sub-rule (2) of rule 18, a person who is not satisfied with the decision that the service cannot be provided may file a complaint with the relevant irrigation office within thirty-five days. (2) In relation to the complaint received under sub-rule (1), the concerned irrigation office may issue an order after necessary investigation and such order shall be final.
