(1) In relation to offenses punishable under this Act, the following persons or organizations may file a complaint with the relevant labor office:-
(a) Staff inspecting the establishment according to section 15,
(b) the police of the area concerned,
(c) the child concerned or his father, mother or guardian,
(d) concerned rural municipality or municipality,
(e) trade unions at establishment level, or
(f) Bodies or non-governmental organizations established in accordance with prevailing laws for the protection of children's rights and interests.
(2) In relation to an offense punishable under this Act, a complaint must be filed within one year from the date of the offense.
