Rule 14
Procedure and Basis for Issuing Certificate of Origin
: (1) According to sub-section (8) of Section 21 of the Act, the procedure and basis for issuing Certificate of Origin for goods produced by an organization or association shall be as follows:-
(a) Ensuring that the price is increased in the prescribed ratio should be done through the mechanism of the related producer organization or association,
(b) Necessary procedures, manpower development and quality testing mechanism should be established to ensure the quality of the products produced by the related producer organization or association. (c) To ensure the adoption of the technology used in production, the necessary mechanisms and procedures should be established by the relevant organization or association so that the determined procedures (manuals), member training, records and other determinants (specifications) are complied with,
(D) Related: A reliable method of recording and verifying the quantity, time and place of the goods produced by the producer organization or association should be implemented.
(2) The National Cooperative Federation may issue a certificate of origin on the recommendation of the concerned central association.
(3) When issuing the certificate of origin according to sub-rule (2), the National Cooperative Federation shall follow the guidance of the relevant body of the Government of Nepal.
(4) According to sub-rule (2), in order to organize the issuing of the certificate of origin, the National Co-operative Federation may make and implement the necessary procedures subject to sub-rule (3) by performing on-site tests and other activities. Such procedure shall be publicly published.
