Rule 31B
The procedure of purchasing by the manufacturer or authorized dealer at a fixed rate (catalog shopping)

(1) The public body shall deliver heavy equipment, vehicles, tools, machinery, equipment, therapeutic devices or other similar mechanical goods required for health services such as X-ray or MRI to the manufacturing company or its authorized seller for at least seven days. It can be purchased by competition by giving a written notice of up to fifteen days at the most.
(2) After receiving the notification according to sub-rule (1), the manufacturing company or its official seller who wants to sell such goods shall attach the details (catalog or brochure) including the official specification, quality, price and features of the product and register an application with such public body. But when registering the application in this way, the bid bond will not be required.
(3) According to sub-rule (2) registered manufacturing company or its official seller should look at the details (catalogue or brochure) with specifications, quality, price and facilities submitted by the manufacturing company or its official seller of products with the same specification and quality and prepare a list.
(4) The quantity of goods to be purchased on the basis of the list as per sub-rule (3) shall be requested from the manufacturer or the authorized seller for the specified price and the financial proposal with the details of the price discount or addition to the facility.
(5) After receiving the proposal according to sub-rule (4), based on the price discount and the addition of facilities, the lowest evaluated substantively effective offeror shall be selected based on evaluation in accordance with this regulation.
(6) According to sub-rule (5) the selected bidder shall enter into a purchase contract with a performance bond as per rule 110.
(7) The method according to sub-rule (1) cannot be used in procurement proceedings where a multi-year contract is required.
