Rule 5
Functions, duties and rights of consumer organizations
(1) The work, duties and rights of the consumer organization shall be as follows:-
(a) Maintenance, operation and management of the irrigation system operated by him, but if he has to change or modify the physical structure, equipment, etc. in such a way as to affect the irrigation system, he must take the prior approval of the relevant irrigation office.
(b) To provide water for irrigation in the right amount at the right time to the consumer farmers according to the type of crop and the condition of the land,
(c) keeping records of land where service is not available and making recommendations for waiver of service charges to be paid by such consumers,
(d) To distribute water to other new "agricultural consumers" without disturbing the consumers who were receiving the service earlier (e) mobilizing public participation in maintenance of irrigation system,
(f) Construction of additional structures to increase the irrigation area considering the water supply.
(g) To collect the service fee under sub-section (c) and deposit it at the place designated by the concerned irrigation office,
(h) Depriving consumers who do not pay the service fee, charging a late fee and informing the concerned irrigation office.
(i) If someone destroys or damages the irrigation system and its structure, tampers with it, interferes with it, or if there is information that such an act is about to be done, the related information shall be given to the relevant irrigation office.
(2) In the exercise of duties, duties and rights under sub-rule (1), if any kind of technical consultation is required, the consumer organization may request the relevant irrigation office, and if such a request is made, the relevant irrigation office shall provide the necessary technical consultation.
(3) According to sub-rule (1), the consumer organization may establish various sub-committees from among the consumers who are enjoying some of the tasks, duties and rights received by them according to sub-rule (1).
