Rule 27
Formation and registration of consumer groups

(1) Consumers who want to manage the forest as a community forest should apply in writing through the relevant area forest office or directly to the district forest officer.
(2) If the application as per sub-rule (1) is received, the District Forest Officer shall depute the technical staff to the relevant area to provide technical and other assistance as soon as possible.
(3) Employees assigned according to sub-rule (2) shall take the help of local bodies to form a consumer group and assist the consumer group in preparing its bylaws. In addition to other things, provision should be made regarding the things mentioned in Schedule-11 in the constitution of the consumer group.
(4) While preparing the statute according to sub-rule (3) and forming the consumer group according to the statute, it should be done on the basis of consensus so that the boundaries of the ward, village, city and district are not affected.
(5) Consumers who have been identified as per sub-rule (3) shall form a consumer group with all the consumers as mentioned in the by-laws prepared as per sub-rule (4) in the format as per schedule-12 along with the by-laws of the consumer group through the concerned area forest office or directly to the district forest office. An application should be submitted to register the consumer group.
(6) If it is found that the user group making the application as per sub-rule (5) is formed in accordance with its statutes, the District Forest Officer shall register such user group and agree to comply with the Act, these regulations and the conditions prescribed by the Government of Nepal and issue a certificate in the format as per Schedule-13.
