Rule 13
Formation of consumer groups

(1) Consumer groups or consumer groups will be formed to actively participate in the conservation work of the conservation area and to be represented by each household living under the relevant village development committee within the conservation area that will benefit directly from that area.
(2) In order to ensure the active participation of women in the protection and management of protected areas when forming a group in accordance with sub-rule (1), a necessary number of mothers' groups or women's groups will be formed to represent women consumers under the relevant committee.
(3) The consumer groups formed in accordance with sub-rules (1) and (2) shall be registered at the council office on the recommendation of the relevant committee and for the purpose of registration, an application shall be submitted to the council office by attaching the constitution and action plan of the relevant consumer group in the format of schedule-5.
(4) If an application is received according to sub-rule (3), the council will register the group and issue a certificate in the format of schedule-6.
(5) In the consumer group according to sub-rules (1) and (2), the representatives representing each household will be members of the group. Such members will choose one chairman and one secretary from among themselves.
