11. Can form sub-committees or working groups 1) The committee can form sub-committees or working groups as needed to carry out its work smoothly. (2) The sub-committee or working group constituted under sub-section (1) shall be bound by the terms of reference and term of office as determined by the committee at the time of formation of such sub-committee or working group.
