Notwithstanding anything contained elsewhere in this Act, the following persons shall be deemed ineligible to be candidates for election:-
(a) Not qualified as per section 12,
(b) being employed by the Government of Nepal, the State Government or the local level and receiving remuneration in an organization owned or controlled by the Government of Nepal, the State Government or the local level or receiving a grant from the Government of Nepal, the State Government or the local level,
(c) Has not paid for two years after having been punished according to the prevailing laws related to elections (d) Convicted for corruption, extortion, human trafficking and trafficking, sale, distribution and exportation or importation of narcotic drugs, money laundering, passport misuse, kidnapping or any other criminal offense showing moral turpitude or imprisonment for life or twenty years or more for any offence. The punishment of more imprisonment is final,
(e) having been sentenced to imprisonment for an offense related to organized crime or sentenced to imprisonment for less than twenty years for an offense related to life on duty, six years have not completed from the date of serving such sentence,
(f) Having been sentenced to imprisonment for crimes related to caste discrimination and untouchability, witchcraft or polygamy, three years have not completed from the date of serving such sentence,
(g) For offenses other than those mentioned in clauses (d) and (e), having been sentenced to imprisonment for five years or more, six years have not been completed from the date of payment of such sentence,
(h) In the case of being blacklisted as per prevailing law, during that period,
(i) For imprisonment during the entire period of imprisonment,
(j) Mental balance is not right.
