Rule 14
Submitting a closed list of candidates
(1) After the publication of the election program according to sub-rule (1) of rule 3, the party that wants to participate in the election to be held according to the proportional election system must submit the closed list of candidates prepared according to section 28 of the Act before the commission within the date and time mentioned in the election program.
(2) When the party prepares the closed list of candidates according to sub-rule (1), taking into account the geographical balance of the respective provinces, as much as possible on the basis of population, as mentioned in Schedule-1, including Dalits, tribal tribes, Khas Arya, Madhesi, Tharu, Muslims, backward areas and minority communities. It should be prepared according to inclusive principle so as to be represented.
(3) According to sub-rule (2), when the party submits the closed list of candidates, it shall include the names of at least fifty percent women from each inclusive group.
(4) According to sub-rule (2), when submitting the closed list of candidates, the name of the disabled person should also be included.
(5) In the closed list submitted by the party according to sub-rule (1), if less than ten percent of the total number of members to be elected according to the proportional election system are nominated, the commission will not register such closed list.
(6) The party registered to participate in the election with a single election symbol must also disclose the political party to which the candidate belongs when submitting the list of candidates.
(7) The format for submission of the closed list of candidates by the party shall be as per schedule-2.
(8) Other procedures related to submission of the closed list of candidates and investigation thereof shall be in accordance with the guidelines approved by the Commission.
