Rule 22
Can issue one-way travel permit
(1) Notwithstanding anything else written in this rule, the concerned delegation may issue a one-way travel permit in the format as per Schedule-5 in the following cases:-
(a) If the passport of a Nepali citizen is lost, destroyed or torn, and is stranded abroad, he should be rescued immediately and sent to Nepal,
(b) If a minor who has not received a passport born abroad from a Nepalese mother is to be returned to Nepal with his father or mother,
(c) If a minor born abroad to a Nepali father and a foreign mother or born abroad to a Nepali mother and whose father has not been identified, should be returned to Nepal with the father or mother.
(2) A person who wishes to obtain a travel permit as per clause (a) of sub-rule (1) must attach evidence that he is a Nepalese citizen and that his passport has been lost, destroyed or torn. An application should be submitted to the relevant commission.
(3) According to clause (b) or (c) of sub-rule (1), the father or mother of a minor who wants to get a travel permit should submit an application to the relevant commission with the following documents attached:-
(a) A copy of the national identity card and a copy of the national identity card if the father or mother has a citizenship certificate or national identity card,
(b) Bagnu or mother's passport,
(c) Certificate of birth registration of the minor issued by the relevant agency of the respective country,
(d) In case of a foreign mother, a passport issued by the concerned country in her name.
(4) After examining the application received under sub-rule (2) and (3), the Commission may issue a one-way travel permit in the format as per Schedule-5.
(5) No fee shall be charged for travel permit as per clause (a) of sub-rule (1) and fee as per Schedule-4 shall be charged for travel permit as per clause (b) or (c) of sub-rule (1).
(6) If the one-way travel permit cannot be issued due to non-compliance of procedures or non-submission of necessary documents during the examination of the application received under sub-rule (2) or (3), the department shall inform the applicant of the same in the application. If the one-way travel permit cannot be issued, the fee submitted with the application will not be returned.
(7) The duration of the travel permit issued in accordance with this rule shall be three months at most.
