When taking medicine and other necessary supplies for the whole year for the military hospital, it should be done as follows

(1) Estimate of the medicine and other necessary supplies needed by the military hospital during the year c. O. The military hospital should prepare and submit it to the director of military health services and he should submit it to the committee meeting.
(2) In the cost estimate submitted in accordance with sub-rule (1), the committee may make as much allowance as it deems reasonable.
(3) The director of military health services and the registrar will have the joint responsibility of providing medicines and other necessary materials according to the budget approved by the committee.
(4) In case of immediate withdrawal of medicines and other necessary goods in exceptional circumstances, the committee may give authority to the director of military health services and the registrar to withdraw or purchase them without making any announcement or advertisement.
