Rule 8
Meetings of the Council and its proceedings

(1) The Chairman shall call a meeting of the Council.
(2) The meeting of the Council will be held 6 times in Kathmandu every year.
(3) The registrar shall send the notice with the agenda to the members of the council at least seventy-two hours before the meeting.
(4) In the absence of the President, the Vice President shall preside over the meeting of the Council and in the absence of both the President or the Vice President, the senior member of the members present shall preside over the meeting.
(5) If fifty percent of the total number of members of the Council are present, the quorum will be considered to be reached.
(6) The chairman may call a special meeting if he deems it necessary. If a special meeting is called, at least twenty-four hours' notice must be given and in such a meeting, no other matter can be discussed except the matter for which the meeting has been called.
(6a) If twenty-five percent of the total number of members of the Council submit a signed petition to the Chairman stating the subject of discussion to call a special meeting of the Council, the Chairman shall call a special meeting of the Council within seven days from the date of such petition.
(6b) If the chairman does not call a meeting of the council within the period specified in sub-rule (6a), the vice-chairman shall call a special meeting of the council within seven days from the date of expiry of such period, and if the vice-chairman also fails to call a special meeting of the council, the registrar shall call a special meeting of the council within seven days of the date of expiry of such period.
(7) Members who wish to discuss any matter not included in the agenda must give written notice to the Registrar at least two days before the meeting.
(8) The registrar shall send the revised agenda included as per sub-rule (7) to all the members one day before the meeting. However, if all the members of the council unanimously want to include an important topic in the agenda of the meeting, no matter how late the information is received, the chairman may allow the topic to be discussed.Who will.
(9) If the quorum of a meeting is not reached even after half an hour after the time fixed for the purpose of the meeting, the meeting shall be adjourned and the meeting may be resumed at any time after 24 hours after the adjournment at the place and time specified by the Chairman, and such reconvened meeting shall not require a quorum. .
(10) Notice of adjourned and reconvened meeting shall also be given by the Registrar to the absent members.
(11) If there is not one vote on a matter, a vote will be taken and the decision of the majority will be valid.
(12) The Chairman shall decide whether the vote shall be taken by raising hands or by dividing the votes into parties or by secret ballot, and the Chairman shall announce the result of the vote. But the system according to which the majority of the members present in the meeting of the council will demand will be adopted.
(13) The Council shall have the right to approve, reject, approve with amendments or postpone any proposal.
(14) The chairman shall assign time to the members to speak in the meeting as required.
(15) Matters discussed and decided in the meeting shall be sent by the Registrar for the information of all members within forty-eight hours of the meeting.
(15A) If there is any response from the members regarding the decision received as per sub-rule (15), they should send their response to the Registrar within twenty-four hours of receipt.
(15b) If no response is received from the members within the time limit as per sub-rule (15a), the registrar shall state the matters discussed and decided in the meeting in the decision book and have it certified by the signature of the chairman.
(15c) If any response is received from the members within the period as per sub-rule (15a), the registrar shall consult with the chairman regarding such response and do as per the instructions of the chairman.
(15d) In relation to the matters decided by the council as very urgent, the procedure as per sub-rules (15), (15a), (15b) and (15c) shall not be followed.
(16) All documents relating to the Council shall remain confidential to the Registrar. CouncilorDasya may view or move such details.
(17) If the registrar acts contrary to the policy directives of the council or if he intentionally does or attempts to do something to the detriment of the council or if he abuses his position and takes unfair advantage or if he tries to do so or if he does anything directly or indirectly against the interest of the council. Or if he does any other irregular work, the council can submit a report to the Government of Nepal with the full details and grounds of its conclusion to dismiss him or to punish him. The Government of Nepal may suspend the registrar to investigate any allegations against him.
