Rule 125
Completion report to be submitted
(1) According to the purchase agreement, within thirty days of the completion of the construction work, the concerned builder shall submit the as-built map to the public body.
(1a) After the completion of the construction work according to the purchase agreement, if any defect is found before the expiry of the period of obligation to correct the defect in the construction work according to the contract, the public body shall collect the same and claim it in time. When such a claim is made, the relevant public body shall prepare a record showing the progress of each month's work and keep it certified by the relevant authority.
(1B) The public body shall provide the information of the record according to sub-rule (1A) to the Public Procurement Monitoring Office and such records shall also be made public through the electronic procurement system of the Public Procurement Monitoring Office, website or other appropriate means.
(2) After the completion of any construction work and the expiry of the period of obligation to correct the errors, the head of the public body shall have the technical staff examine whether such construction work is in accordance with the approved drawing, design or specification and prepare a work completion report.
(2A) When preparing the completed report according to sub-rule (2), the record according to sub-rule (1A) should also be attached.
(3) According to sub-rule (2), the technician who conducts the investigation shall check whether the completed construction work is in accordance with the approved drawing, design or specification and submit a report to the public body.
(4) The map as constructed as per sub-rule (1) and the work completed report submitted as per sub-rule (3) shall be submitted by the concerned public body to the tender approving officer and if the head of the public body and the tender approving officer are the same person, one level above him. It should be submitted to the above authority.
(5) If the officer under sub-rule (4) deems it necessary to investigate the matter mentioned in the completed report himself or any technical staff or technicalIt can be investigated through a team of employees.
(6) If it is found that the completed construction work is in accordance with the approved drawing, design or specification during the investigation according to sub-rule (5), such officer shall approve such construction work.
(7) Notwithstanding anything written in sub-rule (6), if the investigation work is not completed as per sub-rule (5) within forty-five days from the date of submission of the completion report as per sub-rule (4), such construction work shall be deemed to be automatically approved.
(8) Notwithstanding anything written elsewhere in this rule, the completion report submitted as per sub-rule (3) in the case of construction work up to ten lakh rupees, may be checked by the chief technician of the concerned public body, or by other technical staff if not a technician. If it is found that such construction work is done in accordance with the approved drawing, design or specification during such inspection or inspection, he shall approve the report of the completion of the work and shall give the information about the completion of the work to the higher authority.
(9) After the approval of the work completion report according to this rule, the public body shall issue a work completion certificate to the concerned builder.
