Rule 39
Provisions regarding performance evaluation
(1) Every year performance evaluation should be prepared in the format determined by the Nepali Army.
(2) The final recommendation report to be taken for performance evaluation and promotion will be treated as a highly confidential report and a separate file will be created for the individual and kept under the responsibility of the military secretary in the case of officers and the head of the relevant office in the case of officers below.
(3) Regarding performance evaluation, the following should be done:-
(a) Major soldiers or military officers above must submit two copies and other military personnel below one copy of performance evaluation from the first day of the month of January to the fifteenth day of the same month compulsorily to the head of the office where they are working.
(b) After completing the evaluation of the performance of the military personnel, the head of the office shall show it to the relevant military personnel and get his/her opinion to be signed and in the case of officer level, it shall be sent to the military secretary department through Taluk Adda every year from the 1st of February to the 15th of the same month. In the case of a person who cannot be received, the head of the office, the husband should ask for a clear reason for not submitting to the concerned person and inform the concerned person.
(4) A copy of the performance evaluation of the chief soldier or above must be sealed and sent to the ministry. Regarding the promotion complaint, if requested by the committee under rule 44, the ministry will provide the sealed performance evaluation report to the committee. Sealed performance evaluations will not be opened except when the committee investigates the promotion complaint.
