(1) The Government of Nepal, the State Government and the local level or the bodies under it may coordinate with each other to "make/keep the rural and urban settlements clean, tidy and beautiful" and may conduct or conduct programs and campaigns related to health and sanitation as specified
(2) The Government of Nepal, the State Government and the local level may provide financial and technical assistance as specified for the construction of sky water collection and other suitable technologies or systems in areas where surface and underground water sources are not sufficient to provide drinking water to the people.
