7. Strategy
For the implementation of the above strategy, the following strategies should be adopted:
7.1. Local Development Program
For the infrastructure development program to be conducted at the local level, two types of one-time grants will be provided annually, conditional and unconditional, for village development committee, municipality and district development committee level programs. The respective councils of village development committee, municipality and district development committee will approve their respective programs based on the grant and internal resources available from the government. The classification and definition of local level work will be as follows:
7.1.1 Village level program
Prepared or to be prepared within the village for the use of the people of the village development committee and included in the periodical plan of the village development committee and The annual plan approved by the village council is called the village level program. 7.1.2 City level program The annual plan prepared or to be prepared within the city for the use of the people within the city and included in the periodic plan of the municipality and approved by the city council is called the city level plan. The program will be called. 7.1.3. District level programs Plans that are created or created within the district for the use of the people within the district that are not included in the village and city level programs and are included in the district periodic plan and approved by the district council are called district level programs. 7.2. Identification, selection, prioritization, implementation of local infrastructure projects Identification, selection and prioritization of potential projects for local infrastructure development will be done by the local bodies in accordance with the procedures specified in the Local Autonomous Government Act and Regulations. The experience of supervision, monitoring and evaluation should be shared among all local bodies and emphasis should be placed on the effective operation of infrastructure development programs. All central and local level bodies should adopt such a system. 7.2.2.4 Status report
The status report of the local infrastructure development program will be sent to the relevant ministries and agencies through the Ministry of Local Development. The local bodies will take responsibility for the formulation, implementation and monitoring of the plan by involving the bodies working at the central level in activities such as policy formulation, technical support, monitoring and evaluation. The role of the private sector, non-governmental organizations, community organizations and consumer committees will be promoted and simplified as complementary and participating in such activities. 7.3.2 Role of central and local agencies 7.3.2.1 Central agencies
Central level agencies (National Planning Commission, Ministry of Local Development, Ministry of Physical Planning and Construction, Ministry of Water Resources, Science and Technology Ministries etc.) to enhance the capacity of local bodies, to motivate the implementation of assigned tasks and to provide technical assistance based on demand.will do. Also, take necessary action to ensure the flow of information at the central level and district level; and 7.3.2.1.13 Arranging that the progress reports of the local infrastructure development programs deposited at the local level are regularly available to the relevant ministries and departments. 7.3.2.2 Local bodies 7.3.2.2.1 Local bodies will be fully responsible for the formulation, implementation, monitoring and evaluation, maintenance and operation of local infrastructure plans. 7.3.2.2.2 The local body should prepare the local infrastructure planning, implementation, monitoring and evaluation method and make the relevant technical branch fully responsible for the operation of the plan and focus its role on monitoring, supervision and evaluation. 7.3.2.2.3 Accountability and transparency should be increased in planning, implementation, monitoring and evaluation, maintenance and operation. 7.3.2.2.4 After the completion of the plan, a system should be developed to involve the beneficiary groups for maintenance and operation. 7.3.2.2.5 By giving reports on local infrastructure development to related agencies, local agencies should play an important role in ensuring that infrastructure development is made available to such agencies by using the resources and means available at the local level and by providing more necessary resources and means from such agencies. The role of various agencies in local infrastructure development will be as shown in table-1.
7.3.2.3 Organizational structure of the Ministry of Local Development and the offices under it. 7.4. In order to provide incentives for the capacity development of the private sector in local level construction work, the right to classify contractors above the current 'D' category will be gradually delegated to the local bodies and arrangements will be made to engage consultants according to the public construction guidelines. Private investors will be gradually encouraged to build, maintain and operate all small and short-term local infrastructure development projects at the initial stage under the provisions of the existing Infrastructure Development Project Construction, Operation and Transfer Act and Government Private Partnership Policy. Provisions for construction, operation and transfer and construction and transfer will be made in the Local Self-Government Act. Firstly, the principle of gender equality will be adopted in order to increase the participation of women in the project and to reflect the interests of women in the development of the project. The following strategy will be adopted for gender equality. 7.8.1 Analyzing the type, quantity, means and access to benefits of labor that can be done by women, men and socially neglected groups in the project. 7.8.2 To increase the participation and involvement of women, men and socially marginalized groups in project formulation and implementation. 7.8.3 Increase the participation of women, men and socially neglected groups and conduct programs to increase public awareness about the benefits of the project, provide training, increase access to information and increase social understanding. 7.97.9 Action Plan On the basis of this policy, the Ministry of Local Development will prepare and implement separate strategic plans and action plans for thematic programs related to local infrastructure. 7.10 Repeal
National Strategy for Rural Infrastructure Development, 2054 is repealed. 7.11 Policy review
The local infrastructure development policy can be reviewed every 5 years to make it effective and contemporary.
