Policy

6. Policy

The following strategies will be implemented to implement the above policy:

6.1 Subject Ministries will deposit local infrastructure related programs to local bodies. 6.1.1 Local infrastructure development tasks and resources will be entrusted to local bodies. 6.1.2 Central level and local level programs will be clearly classified. 6.1.3 A plan related to the full deployment of local infrastructure will be prepared. 6.2. Development of suitable institutional structure for local infrastructure development and enhancement of technical capacity. 6.2.1 Local services will be formed and operated for managing the necessary manpower in local bodies. The technicians of the District Technical Office will continue to work in the District Development Committee until technical posts are filled in the subject branch by the District Development Committee. 6.2.2 For local infrastructure development, the related infrastructure branch will be established as decided by the council of such bodies on the basis of the standards set in the district development committee and municipality in a timely manner. 6.2.3 The District Technical Office under the District Development Committee will work as a subject branch for the management of local infrastructure activities until the subject infrastructure branch is formed in the local bodies. After the formation of technical branch, the district technical office will be abolished automatically. 6.2.4 Within the Tenth Plan period, a human resource development and management plan will be prepared and implemented to increase the capacity of the concerned organizations (district development committee, village development committee, municipality, consumer committee, construction business, etc.) and manpower. Necessary support will be provided to the district development committee from the relevant ministries/departments to enhance the capacity of the subject branch. 6.2.5 After handing over the rights and responsibilities of infrastructure development to the local bodies, the organization and scope of the local infrastructure development and agricultural roads department will be reviewed in a timely manner. 6.2.6 The Ministry of Local Development will be the liaison ministry for local infrastructure. Policy making related to local infrastructure development, listNa management and flow, development and implementation of appropriate technology, research and development activities will be coordinated by the Ministry with local bodies and relevant ministries/departments. Technical services can also be obtained from external sources. 6.2.8 Standards related to the quality of local infrastructure development work will be prepared and implemented. 6.36.3 To adopt the concept and working style of mobilizing local resources, means and skills in local infrastructure development through public participation. 6.3.1 Periodic District, City and Town. v. Based on the plan, regional district infrastructure development plans will be prepared and implemented (eg: district transport master plan, district drinking water and sanitation plan, district irrigation plan, etc.). 6.3.2 According to the regional district infrastructure development plan, the projects will be prioritized and implemented based on the available resources and means, and the projects that will be completed within a certain period of time will be selected and implemented. 6.3.5 Social mobilization, awareness development, micro finance, Local infrastructure development programs should be formulated and implemented by conducting infrastructure related activities such as micro enterprises. 6.3.6 The local infrastructure maintenance action plan should be included and implemented right from the project formulation stage. 6.3.7 Based on the ownership of local infrastructures, the concerned bodies/consumer committees will be made responsible for operation and maintenance. 6.3.8 Determining the quality of local infrastructure service levelsAnd to ensure that guidelines, standards, guidelines should be prepared and implemented as needed. 6.3.9 Involvement of local bodies in special programs conducted at the central level related to infrastructure development will be promoted. 6.4. To maintain coordination among donor organizations involved in local infrastructure development. 6.4.1 According to the concept prepared on the basis of the existing foreign aid policy, the Ministry of Local Development will mobilize the necessary foreign aid for infrastructure development by maintaining uniformity and coordination among donor organizations. For this, a coordinating committee will be formed, including representatives of charitable organizations. 6.4.2 Programs conducted at the local level with the help of donor organizations will be included in infrastructure development. 6.5. Inter-related topics 6.5.1 In order to ensure gender mainstreaming in the field of local infrastructure development, the program will be conducted based on women's empowerment. 6.5.2 Special arrangement will be made to benefit and participate in the local infrastructure development program for economically backward communities. 6.5.3 Tribal, Dalit and neglected communities and the disabled will be given priority to benefit and participate in local infrastructure development programs. 6.5.4 Non-governmental organizations, community organizations and consumer groups and the private sector should be involved as partner organizations in local infrastructure development. 6.5.5 Participatory program formulation, implementation, monitoring and evaluation process will be followed. 6.5.6 Access indicators will be formulated and implemented to operate and standardize the local infrastructure program.
