Section 16
Division of Work and Performance

(1) The division of duties and performance of the executive shall be in accordance with the regulations approved by the respective executive.
(2) The duties, duties and rights of the chairman and chief, vice-chairman and deputy chief, ward chairman and members should also be mentioned in the division of labor regulations according to sub-section (1).
(3) Division of work and work performance regulations as per sub-section (1) shall be sent to the province and government of Nepal within fifteen days from the date of approval or amendment.
(4) As long as the division of duties or tasks, duties and rights of the officials are not determined by the regulation according to sub-section (1), their work, duties and rights shall be as follows:-
(a) Duties, duties and powers of the chairman or chief: The duties, duties and powers of the chairman or chief shall be as follows:-
(1) Calling and presiding over meetings of the Assembly and the Executive (2) To submit the agenda and proposals of the meeting in the meeting of the assembly and the executive (3) Prepare the annual program and budget and submit it to the assembly (4) Calling and adjourning the session of the Assembly,
(5) To execute the decisions of the assembly and the executive,
(6) General supervision, direction and control of the daily work of the executive,
(7) Deploying vice president or deputy chief, member of the executive and chief administrative officer,
(8) Clause e of Section 12. Except for the matters to be approved and recommended by the Ward Committee according to the prevailing Nepal law, to be certified or recommended by the local level,
(9) Taking care and maintenance of the movable and immovable property of the rural municipality and municipality and keeping the income, expenses, accounts and other documents safe, (10) Supervising the work of village and municipality committees, sub-committees and ward committees (11) Managing complaints related to public service delivery (12) If he is absent from the rural municipality or municipality for more than seven days, the vice-chairman or deputy head will be given charge and if the vice-chairman or deputy head is also absent, aAssigning duties to the same member,
(13) To perform other tasks assigned by the assembly or the executive.
(b) Duties, duties and powers of the Vice President or Deputy Chief: The duties, duties and powers of the Vice President or Deputy Chief shall be as follows:-
(1) Acting as the Coordinator of the Judicial Committee,
(2) In the absence of the Chairman or Chief, to take charge of his duties,
(3) To coordinate the activities of non-governmental organizations,
(4) Coordinating actions related to consumer interest protection,
(5) Monitoring and supervising the plan and program and submitting the report to the meeting (6) To facilitate and coordinate the work of the committees formed by the Assembly and the Executive,
(7) To inform the chairman or chief if he is absent from the rural municipality or municipality for more than seven days (8) To perform other tasks delegated or assigned by the assembly, executive and president or chief.
(c) Duties, duties and powers of the ward chairman: The duties, duties and powers of the ward chairman shall be as follows:-
(1) Acting as the chairman of the ward committee,
(2) Coordinating and facilitating the work of the ward committee members,
(3) Prepare ward development plans, budgets and programs, implement them and submit them to the rural municipality or municipality for approval. (4) To implement plans and programs to be implemented by the ward, to monitor and periodically review them, to (5) To recommend and verify the matters mentioned in Clause E of Section 12,
(6) If he is absent from the ward for more than seven days, assign responsibility to a member of the related ward committee to carry out the daily administrative and recommendation related work of the ward and inform the chairman or chief. (d) Duties, duties and rights of the members of the executive: The duties, duties and rights of the members of the executive shall be as follows:-
(1) To participate in the meeting of the executive,
(2) To act as the coordinator or head of the subject area designated by the chairman or head,
(3) More than seven days evenIn case of absenteeism in this rural municipality or municipality, to inform the chairman or chief,
(4) Perform other tasks assigned by the executive.
