14. Contract based on performance should be made

(1) When the government of Nepal appoints the executive head of a public institution in accordance with this order, a contract based on performance should be made with him.
(2) The indicators of the performance agreement will be prepared by the board in consultation with the relevant ministry.
(3) The relevant ministry will make the performance agreement as per sub-section (1).
(4) The Board will monitor the implementation of the agreement based on the performance of the work done in accordance with this section.
