(1) The amount collected in the fund will be distributed based on the criteria and procedures determined by the committee.
(2) According to sub-rule (1), when distributing the amount of the fund, it shall be distributed in such a way that it is not less than the income earned by the municipality in the fiscal year 2054.55.
(3) Funds according to this regulation will also be made available for newly formed municipalities after the commencement of this regulation. The amount provided in that way will not be less than the amount received by the municipality that receives the least amount. 
