Rule 3
To prepare for the procurement process
A public body should do the following while preparing for any procurement action:--
(a) Identifying procurement requirements,
(b) To solve various technical matters related to procurement and to ascertain the availability of suppliers, to obtain information on procurement contracts prevailing in the market,
(c) If goods of similar nature, construction works or consulting services or other services have been purchased in the previous years, to study such procurement process,
(d) details, quantity and area of ​​procurement,
(e) dividing purchases into more convenient groups or bundling them into packages,
(f) To prepare procurement plan,
(g) preparing cost estimates for procurement,
(h) identifying the financial source and amount of the purchase,
(i) choosing the procurement method, and
(h) "Determining whether tender qualification or pre-qualification action should be taken or not in procurement other than the procurement of construction work up to two crore rupees."
