(1) Every citizen shall have the right of access to clean drinking water and sanitation and the respect, protection, promotion and fulfillment of such right shall be in accordance with this Act and prevailing laws.
(2) Under the right of access to drinking water and sanitation as per sub-section (1), every citizen shall have the following rights:-
(a) The right to easy and accessible access to clean drinking water,
(b) The right to regularly obtain adequate, clean and quality drinking water,
(c) The right to easy and accessible access to quality sanitation services.
(3) Respecting, protecting, promoting, fulfilling and implementing the rights as per sub-section (1) shall be the responsibility of Nepal government, state government and local level in mutual coordination.
