(1) Construction and maintenance of large and national level sports infrastructure as specified may be done by the Ministry itself or through the Council.
(2) Construction of provincial level infrastructures will be done by the province and construction of local level infrastructures will be done by the local level.
(3) It is possible to partner with the private sector, non-governmental, cooperative and community associations and organizations as needed to build, develop and conduct sports infrastructure.
(4) International investment may be permitted and encouraged in accordance with prevailing laws to develop sports infrastructure and conduct competitions.
(5) The Ministry can set the standards of the infrastructure to be built and operated by the private sector, non-governmental, cooperative and community associations, organizations, upon the recommendation of the Council.
(6) In the field of sports, the public private sector, non-governmental, cooperative and community associations, partnerships with organizations and other arrangements related to investment shall be as prescribed.
