Rule 5
Preparation of valuation list of real estate

(1) The committee for the evaluation of real estate in urban areas shall perform the following duties to submit the valuation data to the Government of Nepal on the basis of the principle written below:-

(a) How much does it cost per square foot to build a new house in the relevant urban area, taking into consideration the immediate cost of materials, labor, wages, and other things needed to build a house? To prepare the average cost of the entire urban area as written in schedule (c). Based on this, the entire urban area is divided into required zones and the least important zone among those zones is maintained at the average cost expense prepared according to section (a) and the houses in the remaining zones should be added in what percentage to prepare a table list as written in schedule (d).

(c) The house on the right and left side of a street is worth more than the houses in the street. After ascertaining how much percentage should be added to the average cost expenses, prepare a table list as written in Schedule (e). Based on the table, once the value of the new house is established, taking into account the local conditions and other circumstances, schedule the percentage of depreciation for the old house as per (a) for the year one, and for how many years this kind of deduction should be given. To prepare a table list as written in (f).

(e) If the house has land, according to the importance of that house, according to the principles of clauses (a), (b) and (c), the average zonal importance of such land and prepare road importance data.

(2) Clause (a), (b), (c),(d) and (e) the amount obtained by fixing the value of real estate will be considered as the fixed value of such real estate and the committee will open all the details and report to the government of Shri 5.

(3) According to sub-rule (2), if the government of Nepal wants to make any changes in the value of the real estate that has been submitted as per sub-rule (2), it will also publish the valuation of real estate in the said urban area in the Nepal Gazette.

(4) Under sub-rule (3), Nepal The list of evaluations published in the gazette will be recognized for 5 years from the date of its publication, unless the government of Nepal issues another order.
