Section 140
Mobile Inspector

(1) The police or transport inspector may carry out mobile inspection as required to inspect compliance with this Act or the rules made under this Act.
(2) In the course of patrolling according to sub-section (1), if the police or traffic inspector observes that the actions mentioned in section 164 have been carried out, he may immediately punish the person who does so as written in that section.
